In preparation for a city-wide bond measure, a master plan was developed for the Hayward Unified School District. A needs assessment was developed and priorities were established for 32 campuses, the district administration offices and the district central kitchen.

A master plan was generated for each site to indicate requirements for renovation, new construction and site improvements. Project deliverables included cost models, demographic analysis, funding sources evaluation, and the development of educational specifications and District architectural guidelines for new facilities.
